Résumé
Since the end of «the Second World War» the end of the first half of the last century, many changes in various levels interact to redraw the global relation map in more than one level, and the «Globalization» produce more pressure on every thing everyone without exceptions (country, regional groupings, Companies ... etc) to ease the internal orientation of a short-term «international entanglements» (global) in an advanced position, either by relying more on exporting or importing, and the global competitiveness open its borders in front of to access goods, services and capitals.
