Résumé
أصبح الإبداع التكنولوجي في العصر الحالي أحد أهم العوامل التي يتوقف عليها نجاح المؤسسات ، خصوصا الصغيرة منها والمتوسطة، والتي تمتلك قدرات إبداعية معتبرة. وبالنظر إلى الدور الرئيسي الذي أصبحت تلعبه المؤسسات الصغيرة والمتوسطة في الاقتصاديات المعاصرة، وبسبب هشاشة هذه المؤسسات أمام مواجهة المنافسة الدولية الحادة ، خصوصا في الجزائر، تم تطوير عدد من آليات الدعم في مختلف البلدان، ولعل من أبرز هذه الآليات حاضنات الأعمال التقنية.وتقوم حاضنات الأعمال التقنية بتقديم التسهيلات والمساعدات اللازمة لإنشاء المؤسسات الصغيرة ، خصوصا القائمة على المبادرات التكنولوجية الجديدة، إلى أن تصبح قادرة على الإستمرار والمنافسة في المحيط الخارجي. وفي هذه الدراسة تم التطرق إلى بعض تجارب الدول المتقدمة والدول النامية في مجال حاضنات الأعمال ، مع التركيز على الحاجات والتحديات المفروضة على الجزائر لتطوير حاضنات الأعمال التقنية بها ، ومساعدة المؤسسات الصغيرة الجديدة القائمة على التكنولوجيات الجديدة. Abstract The technology innovation become one of the important factor of success of the firms, especially the small and medium enterprises which have an important capacity of innovation. Considering the prominent role that the small and medium firms play in the contemporary economies, and knowing their fragility in facing the competition whish become increasingly crucial, especially in Algeria, many mechanisms of support has been adapted in different countries, one of these mechanisms is the technology business incubators. The Incubators provide the facilities to create and assist the new firms based on new technologies until “graduation”, when they have the capacity to “survive” in the outside competitive environment. In this study an overview on the experiences of some developed an developing countries in the incubators industry are presented with a special focus on the needs and challenges observed in Algeria to develop the incubators and help the new technology firms.
