Résumé
The environmental, social and economic stakes devolved to the green spaces would be of this fact mobilized in the name of the sustainable development. The green spaces correspond to two preoccupations: first a strong social demand linked to the need of calmness and relaxation in the city and partly a desire of governments to integrate sustainable development into development projects. The object of this study was to explore the production and public green spaces by contemporary community service spaces, and consider how the parks could help bring a dose of nature in the city while being a real tool for local development. The population henceforth wishes to be an actress of the construction of the city and either spectator and user. According to numerous technical publications on this significant evolution of the idea of urban green spaces and their management, this phenomenon, which began in the 90s, would be reduced essentially to an economic answer due to the decline of the public budgets dedicated to the urban green spaces, but also a new sensitivity to the preservation of the environment, both locally and globally, in conjunction with the warning given by the Rio Summit and the policy of the sustainable city that ensued. We investigated the different representations of word "green space" in the figurative and appropriate senses, by the researchers so scientific as the artists, the anthropologists, the philosophers and the landscape painter. The objective was to better understand the definitions and multiple representations of that concept, to identify the archetypes of the green space and multidisciplinary contemporary debates, likely influenced consciously or unconsciously city managers in the construction of the green space, and the public in its representations and expectations of that same green space. The city of Skikda lacks almost totally in green space except some gardens inherited from colonial France. For this reason we have directed our work towards development proposals a green frame on the suburban area of Skikda. Indeed Jebel Mouadher landscaped green belt may play a role of a transition between the petrochemical industry and the urban fabric and secondly it is a place of relaxation and recreation of the population. This type of management allows of landing the deficit of the green spaces of the city of Skikda.
