Résumé
Arms transfers into the Third World have become an area of major concern in the study of international relations. Deeply rooted in the nature of the relationship of the state and military force, the state’s concern about security and defense, the nature of military technology and the subordinate position of the Third World in international relations as illustrated by, among other things their inability to produce implements of war. The quantitative and qualitative levels of their arms acquisitions through arms transfers are determined by the interaction of many variables deriving from their dependent position in the international system on one hand, and their general objectives of consolidating and increasing their independence on the other one. The major conclusions of this study which uses a structured comparative method combining quantitative and qualitative analysis derived from a deductive-inductive reasoning method, are that transfers into the Third World are best explained by exogenous factors rather than endogenous ones. This finding reflects the dominance-dependence relationship between the supplier countries and Third World countries. Thus viewed, arms transfers into the Third World are seldom instruments for these countries security interests but serve to perpetuate supplier countries interests and dominance of Third World
